EFFINGHAM COUNTY, Ga. (WSAV) - The Effingham County Sheriff's Office (ECSO) says that a juvenile has been found responsible for a crash that killed a woman and her dog in the summer.

The news follows an investigation into the crash that killed Laura Devisscher and her dog, Bella, on June 17, 2024, on Highway 21 at McCall Road in Springfield.
ECSO announced on Friday, December 13, that a 16-year-old male driver was traveling over 100 miles per hour when the crash occurred.
The office's Traffic Unit will file charges in the Juvenile Court of Effingham County against the juvenile for the following:
- Homicide by Vehicle in the First Degree
- Reckless Driving
- Class D License Restrictions
- No Seatbelt
- Cruelty to Animals
Since the offender is a juvenile, his name will not be released.
